I'm wondering if I should add any HTML tags, delete or add any forums, and delete any of the smileys (since there are 300, most of which are unnecessary)

And, should a switch the suggestions forum to a sticky in the General Discussion Section?

I think the forums are pretty good as they are... Might as well keep the smilies, since only 20 show up on the main posting page, which isn't too bad...

I think this should stay a board instead of a post, because over time it could get a lot of suggestions and become a very large thread...

And another question: if this forum ever gains lots of popularity, should accounts that have zero posts after a period of time or accounts that haven't posted in a longer period of time be deleted?

The (hopefully) last question:
Should deleted posts be disable, since you can pointlessly post and then delete it to raise your post count?

No, I'd allow posts to be deleted, for the times when there is a legitimate reason for deleting a post...

Or, if you're really worried about that, you could just give admins and/or moderators deleting privileges, and not allow regular members to delete posts...

If you keep track of a person's useage, that is, their logging on to the site, then you could drop those who haven't logged on to the site in a specified period of time, say 6 months to a year. After that, a person would have to re-register.

Yes, it's a good idea to add HTML, hopefully as default. I think HTML is more famous than BBCode.

HTML could let people create unauthorized changes (such as changing the page title, or redirecting the page)

True. Limit it to some things because someone might might do something stupid so do limit it.
